Our names are Bob and Dianne Lowe, on May 12, 2007 our daughter Chelsea Rose Lowe, a perfectly
healthy, happy, loving little girl passed away in her sleep at the age of 21 months. After a
thorough investigation, Chelsea’s death remains “undetermined.” Words cannot explain the
nightmare of losing a child in this manner. The devastation of our loss is only compounded by the
fact that we do not know why our daughter died. The purpose of this petition is to ask for your
support on a new bill that was introduced by Senator Frank Lautenberg (D NJ) and Representative
Frank Pallone (D NJ).
On July 14th, 2009 the Stillbirth and SUID Prevention, Education and Awareness Act (S 1445/HR 3212)
was introduced. The goal of the bill is to help reduce the number of unexpected infant deaths in
America by calling for new research and education on stillbirths, Sudden Unexplained Infant Death
(SUID) and Sudden Unexplained Death in Childhood (SUDC). Senator Frank Lautenberg (D NJ) and
Representative Frank Pallone (D NJ) bill would provide funding to improve the collection of data to
determine the causes of SUID and SUDC, increase education and awareness about how to prevent these
tragedies in the future and expand support services for families who have experienced a sudden loss
of a child. By supporting our petition or contacting your representatives, you would be empowering
us as SUDC parents and you would be helping us honor children who have passed away to this
mysterious phenomenon.
